You have to extract it and then open the folder and install it. After you’ve done that, go to the Topaz folder and find the file named ‘tlclean3ps.8bf’. Mine was in Program Files > Topaz Labs > Topaz Clean 3 > Plugins, now copy that file and paste it into your Photoshop folder under Plug-ins > Filters! Now when you open photoshop it should be under Filters~
